The National Council for Persons with Disabilities (NCPWD) is a Semi-Autonomous Government Agency set up to promote the rights of Persons with Disabilities in Kenya and Mainstream Disability issues into all aspects of National Development.

The Council seeks for an experienced consultant to undertake Consultancy Services to Review & Develop a Strategic Plan of the National Council for Persons with Disabilities.

The consultancy service is to formulate a strategy that will guide implementation of the programmes with broad activities for achieving the desired outputs and outcomes of the Council. CONSULTANCY OPPORTUNITY – TERMS OF REFERENCE FOR THE REVIEW & DEVELOPMENT OF THE STRATEGIC PLAN OF THE NATIONAL COUNCIL FOR PERSONS WITH DISABILITIES

1.    INTRODUCTION

The National Council for Persons with Disabilities (NCPWD) was established in November, 2004 following the enactment of The Persons with Disabilities Act (PWD) 2003. It was gazetted for commencement in June 2004 with sections 22, 23, 24, 35(2), 39 and 40 gazetted on 24th December, 2009.

The Council is a Semi Autonomous Government Agency (SAGA) whose parent Ministry is Ministry of Gender, Children and Social Development. It is run by a Board currently comprised of twenty four (24) members. The membership consists of nominees of Organizations of and for Persons with Disabilities, key government ministries, the Office of the Attorney General, Federation of Kenya Employers, and the Central Organization of Trade Unions.

3.    Problem Statement

The Council is seeking services of a qualified firm or individual professional to facilitate the review of the existing strategic plan covering the period 2008 – 2012 and develop new Strategic plan for the period 2011 – 2015.

Successful applicants must be familiar with the general social, economic and political environment that influences the lives of persons with disabilities in Kenya. They must be aware of the social and physical barriers that hinder or enhance inclusive development as well as the national and international trend towards the mainstreaming of disability in development planning.

They must in particular be familiar with the government vision on the improvement of the standards of life of persons with disabilities as expressed in, among other documents, the Persons with Disabilities Act 2003, the draft National disability policy, Special Needs Education policy, Draft National social protection policy, Vision 2030 documents, Ministry of Gender, Children and Social Development Strategic Plan and the Constitution etc.

They should also be familiar with the international documents, such as the World Programme of Action, UN Standard Rules on equalization of Opportunities for Persons with disabilities and the more recent Convention on the Rights of Persons with Disabilities.

 

4.    OBJECTIVES OF THE CONSULTANCY

The objective of this consultancy is to facilitate the strategic planning process for the NCPWD that will culminate into a 5 year strategic plan for the council. The specific objectives are hereby stated as:

  1. Formulate the rationale, objectives and expected outputs and outcomes of the council programmes
  2. Review the National Council for Persons with Disabilities 2008-2012 Strategic Plan,
  3. Facilitate development of new Strategic Plan 2011 – 2015,
  4. Formulate a strategy that will guide implementation of the programmes with broad activities for achieving the desired outputs and outcomes
  5. Identify the principle partners for successful implementation of the council programmes
  6. Define detailed priorities of the programmes

5.    SCOPE OF WORK

The Consultant is encouraged to recommend changes to the tasks below should they feel the changes will enhance the planning process

Coalition Building:

  1. Identify all stakeholders that have direct interests in the council activities. They may be from the formal, non-formal or private sectors. This will involve listing of people, groups and institutions that influence work of the council
  2. Refine the list of participating stakeholders and expand the list to ensure all interests are taken on board
  3. Facilitate participation of all the stakeholders in the planning process at different stages through various workshops
  4. The coalition building will enable the stakeholders to have ownership of the strategic plan

 Environmental Scan

Will include but not limited to:

  1. Develop an understanding of the current situation on disabilities including current issues, concerns, problem areas, quantification of the severity of the problems
  2. Describe the social, political and economic settings
  3. Document current relevant policy frameworks, laws, approaches and national implementation plans
  4. Document key achievements from the implementation of the previous plan
  5. Review organizational structures and institutional arrangements
  6. Review goals and measurable objectives

7.      Analyze strengths, weaknesses, opportunities and threats

Terms of Reference

1.       Gather information on legislations, policies, other documents and stakeholders in order to understand the NCPWD’s objectives and operating environment.

2.      Facilitate a five-year strategic plan process to include environment assessment and a five-day’s strategic planning workshop for the members of the Council and other strategic stakeholders among them representatives of the DPO’s

3.      Develop and present to the Council a progress report,

4.      Subject the draft strategic plan to a one-day debriefing workshop,

5.      Finalize and submit the Strategic Plan.

Time Frame:

The final product of the process will be a five-year strategic Plan with a detailed roll-out plan and activities for the first one year to be submitted within one month from the signing of the contract.

Interested applicants are requested to submit their bid alongside with their CV’s, a detailed proposal indicating their work schedule from the commencement to the end of the consultancy and the expected consultancy fee on or before 12th September, 2011 by 5pm.

6.    Responsibilities of NCPWD

  1. The contact person in the NCPWD will be the Director, for the duration of the assignment
  2. Provision of all relevant background documents
  3. Liaison and communication with stakeholders
  4. Provision of financial compensation for this assignment

7.    Expertise

  1. A lead consultant or consulting firm experienced in strategic planning in Sub-Sahara Africa will be hired to lead the process
  2. Some experience with organizations working with or for persons with disabilities will be an added advantage
  3. The consultant or consulting firm will be expected to form a team to deliver on the NCPWD expectations
  4. The successful bidder will have a minimum of a master’s degree in relevant fields and at least five years of professional experience in strategic planning and management
