1. LEGAL OFFICER - JOB GROUP ‘N’ (1 Post)
Reporting to the Director, the duties and responsibilities will entail the following:
§ Undertake legal research on litigation matters for the Council
§ Ensure that the Council is abreast with any new legislative measures
§ Advise the Council to comply with laws, by-laws and legislative requirements in all corporate matters
§ Report and present legal research and investigation findings to the management as delegated, discuss and agree on management action and assist in subsequent implementation
§ Ensure full compliance with Law, procedures and both regional and international instruments on disability.
§ Preparation of evidence and occasionally attend Court on behalf of Council’s clients.
§ Interview witnesses and document evidence on behalf of clients and occasionally attend Court on behalf of the Council
§ Administratively assist and guide the Council on legal matters
§ Interpret local legislation and international instruments on behalf of the Council
§ Preparation correspondence and preparing reports for the Council
§ Drafting legal documents for the Council
§ Handle all clients’ complaints that are of legal nature and advise appropriately.

Requirements for appointment
The ideal candidate should possess the following qualifications:
§ Must have LL.B (Bachelor’s Degree in Law) from a recognized University
§ Must have obtained a Diploma from Kenya School of Law
§ Must have been admitted as an Advocate of the High Court
§ Must have a current practicing certificate
§ Minimum of 5 years hands-on experience in legal work in a busy human rights firm or a large corporate organization
§ Ability to carry out legal research, drafting and writing legal reports

Reporting to the Transport Officer, the duties and responsibilities will entail the following:
- Ensuring proper functioning of engines cooling, oil, electrical and braking systems, wheel pressure and lubrication system.

Reporting to the Head of Secretarial department, the duties and responsibilities will entail the following:
- coordination of reception activities;

4 :MONITORING AND EVALUATION OFFICER -JOB GROUP “M” (1 Post)
Reporting to the Director, the duties and responsibilities will entail the following:
- Provide strategic and operational leadership for the M&E department in accordance with the NCPWD M&E Strategy.
- Advise the Council on evidence-based planning and in analysis of information to inform decision-making and policy development.
- Undertaking economic analysis, evaluation, and monitoring of development projects and programmes.
- Establish a national indicator set and data collection methodology to enable NCPWD to monitor progress nationally in accordance with the 2003 Disabilities Act.
- Maintain and further develop monitoring, evaluation and reporting tools for the National Development Fund for Persons with Disabilities.
- Support the District Gender and Social Development Officers in monitoring Community Based Groups receiving NDFPWD funding and ensuring quarterly reporting by those groups.
- Conduct feasibility studies and collection and analysis of data relating to the Council’s programme areas.
- Proven ability to introduce systems for programme monitoring and evaluation across multiple field sites or offices.
- Commission consultants to undertake specialist M&E work as required.
- Advise other departments on all matters relating to M&E and provide training for staff as needed.
Requirements for Appointment
- First Degree in Economics, Social Sciences, Public Health, Statistics, International Development or related field from a recognized university. Must have included substantial component on advanced qualitative and quantitative research techniques. Post graduate Diploma in project Management or any other related field will be an added advantage.
- At least 3 years experience in M&E or related field.
§ Familiarity with results-based M&E and logical framework planning.
§ Ability to engage with stakeholders at all levels.

5 ASSISTANT PROGRAM OFFICER II, JOB GROUP “L” (1 Post)
Reporting to the Program Officer, the duties and responsibilities will entail the following:
§ Planning and implementing projects and programmes within the Council
§ Coordinating various and relevant projects and programmes within the Council;

7: SIGN LANGUAGE INTERPRETER II – JOB GROUP ‘H’ (1 post)
Reporting to the Registration Officer, the duties and responsibilities will entail the following:
- Translate the spoken word into sign language to our clients on a daily basis;
- To provide cultural mediation as Deaf culture, like any other culture, has its own norms and values,
- To do sign language interpretation during staff and Board meetings as may be required from time to time
- To do sign language interpretation during performance appraisal and during recruitment and selection processes
- Assist in providing regular sensitization to the staff on basic sign language;
- Advice for the rights of the deaf in the provision of accessible information by all;
- Assist in creating a training plan for training staff on KSL and any other duty allocated from time to time.

Reporting to the Internal Auditor, the duties and responsibilities will entail the following:
- Review and preparation of routine systems & compliance audit reports for the Council.
- Carry out audit tests on all payments and other financial transactions to ensure that they comply with the financial policy and the set budgets.
- Carry out routine systems and compliance audits for all the projects funded by the National Development Fund for Persons with Disabilities.
- Participate in development of audit techniques and procedures focused on Risk Based Internal Audit.
- Ensure compliance with all statutory requirements
- Issue of audit report queries and observations to the Head of Internal Audit for review before reporting.

10. PRINCIPAL PUBLIC RELATIONS AND COMMUNICATIONS
OFFICER – JOB GROUP ‘N’ (1post)
The Principal Public Relations and Communications Officer will provide a broad range of communications and marketing support to the organization. The position reports to the Director. The duties and responsibilities are related to the following key areas:
Strategic Communications Planning, Monitoring and Reporting:
- Working with the Director and senior management team:
- Lead the planning of the Council communication strategies
- Lead the monitoring and reporting of all the organization’s internal and external communications activities
- Direct the Council’s publicity programmes to the various stakeholder groups and audiences
- Provide advice to the Director on the communications response to issues
- Develop and ensure adherence to the key messages of the Council and its various initiatives
- Coordinate communications projects with vendors and contractors
Public and Media Relations:
- Lead the development and implementation of public awareness of the Council’s activities / programs as well as the issues of persons with disabilities through various public awareness and mass media initiatives
- Organize and manage press conferences
- Respond to incoming media calls
- Determine the strategic focus, research, write/edit articles, newsletters, reports, journals and other public materials
- Determine the content and maintain the Council’s website ensuring that its updated and remains relevant
Partner and Stakeholder Relations:
- Lead the development and creation of all outbound stakeholder (disability fraternity, board and client) communications including all promotional materials (provide writing and editing support these materials)
- Collaborate with stakeholders throughout the disability fraternity to ensure the success of various communications activities
Marketing:
- Review and edit existing promotional materials for marketing effectiveness and adherence to brand guidelines.
- Coordinate the placement of marketing materials in national and local media
- Develop and coordinate new marketing initiatives that promote NCPWD and inspire greater access and inclusion for persons with disabilities
Event Planning and Implementation:
- Lead the coordination of special events such as press conferences, conferences, National Ability Awards celebration, tradeshows and activities associated with International Days such as the International Day for Persons with Disabilities
- Draft event plans, presentation materials, scripts, speeches and associated collateral material for events, conferences and other special events
Team building and staff supervision:
- Work collaboratively with a diverse staff team to create and manage cross-organizational, integrated communications strategies
- Participate in working groups to plan, coordinate and execute original communications products and publications related to special events and programs
- Oversee a small communications team and mentor members of the communications/PR team to achieve success

11. PROCUREMENT OFFICER – Job Group ‘L’ (1 post)
Reporting to the Director, the duties and responsibilities will entail the following:
- Ensure continuous supply and delivery of goods, services and works, as and when required for day to day operations of the Council.
- Carry out suppliers performance evaluations in accordance with existing guidelines.
- Prepare documentation, undertake tender exercises and arrange for formal execution of contracts to enable the Council obtain goods, services and works,
- Coordinate the receiving, opening and evaluation of tenders, proposals, quotations
- Issue procurement and disposal documents to suppliers in accordance with the law and regulations
- Maintain effective liaison with the legal department in respect of contract issues, ensuring that documents are legally vetted
- Co-ordinate the formal vetting of prospective tenderers to determine their suitability for trading.
- Ensuring compliance with established national and internationally recognized procurement procedures;
- Undertake negotiation with suppliers to resolve disputes, arrange contract variations and enforce contractual obligations.
- Monitor designated Council contracts to provide effective support to customers during the implementation, review and renewal of such contracts
- Coordinate procurement activities to ensure compliance with the Public Procurement and Disposal Act 2005, Public Procurement and Disposal Regulations 2006 and other laws and policy documents that impact on procurement.
- To be familiar with supply markets and routinely undertake supply market research and analysis
- Maintain and update annually standing lists of pre-qualified suppliers
- Offer advisory services to user departments for effective and efficient implementation of the procurement plans.
- Maintain proper procurement records (purchase returns) i.e. for submission to the PPOA.
- Source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers.
- Raise LPOs and ISO’s and conduct periodic and annual stock taking.
- Contribute to the development, implementation and delivery of the annual Departmental service plan, key performance indicators, and the Council’s procurement strategy.

§ Five (5) years of uninterrupted service with at least three (3) years relevant experience in supply chain management at a senior level preferably in a public sector institution
§ A Bachelors’ degree in Supplies Chain Management or Economics/ Commerce /Business Administration or other relevant and equivalent qualification from a recognized Institution with postgraduate Diploma in Supplies Chain Management from a recognized Institution;
§ Membership to the chartered Institute of procurement and supplies (CIPS) or the Kenya Institute of supplies Management (KISM) or any other relevant professional body.

Reporting to the Procurement Officer, the Procurement Assistant will entail the following:
- Facilitate continuous supply and delivery of goods, services and works, as and when required for day to day operations of the Council.
- Assist the Procurement Officer to carry out suppliers performance evaluations in accordance with existing guidelines.
- Implement decisions of the disposal committee
- Facilitate return or replacement of rejected goods to suppliers
- Coordinate periodic and annual stock take
- Monitor stock levels and prepare purchase requisition for replenishment
- Provision of technical advice and secretarial services to the Procurement Committee.

13. REGIONAL OFFICERS / SOCIAL DEVELOPMENT OFFICERS
Job group ‘K’ – (12 POSTS)
Regional Officer will be responsible for
§ Cooperating and networking with other government agencies and community groups in the regions;
§ Educating PWDs and other stakeholders in the regions about economic development, health, gender issues, social rights, roles and obligations;
§ encouraging and promoting the equal participation of persons with disabilities in Community development activities;
§ conducting literacy programmes and income generating activities;
§ planning and coordinating events and support projects in the regions;
§ receiving and vetting applications forms for grants;
§ conducting awareness and publicity programmes to promote the NCPWDs functions in the region;
§ Identifying community issues, needs and problems; developing new community-based programmes and resources;
§ Liaising with interested groups and individuals to set up new services;
§ mediating in matters of conflict among PWDS and PWDOS;
§ Oversee the provision of technical and financial support to community projects during implementation including the promotion of new and innovative cost-effective approaches and techniques
§ Supervise and monitor project implementation including planning and reporting
§ Manage the use of regional resources, including finances, transport, equipment and stores
§ Consolidate quarterly and annual work plans and reports
Requirements for Appointment
§ A Bachelors degree in Community Development/Social Work OR a Bachelors degree in social sciences and a post graduate diploma in community development/social work or relevant field from a recognized Institution;
§ Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights
§ Excellent interpersonal and communication skills
§ Computer application skills;
§ Must have worked as a community Development/Social Work officer for at least five (2) years in a relevant field;
