<p align="center"> <strong>EXPRESSION OF INTEREST FOR PROVISION OF MEDICAL SCHEME FOR COUNCIL MEMBERS AND ITS SECRETARIAT</strong><strong></strong></p>
<p align="center"><strong>1.    </strong><strong>BACKGROUND</strong></p>
<p>The National Council for Persons with Disabilities (NCPWD) was established in November, 2004 following the enactment of the Persons with Disabilities Act (PWD) 2003. NCPWD invites Expression of Interest from interested, reputable and  competent Medical Insurance Companies/Medical Insurance providers for provision of medical insurance scheme.</p>
<p><strong>2.    </strong>MANDATORY REQUIREMENTS<span id="more-931"></span></p>
<ol>
<li><strong></strong>
<ol>
<li>Must be registered with the Insurance Regulatory Authority (IRA) for current year. A copy of the current license must be submitted.</li>
<li>Registration as a member of AIB/AKI for the current year 2012.</li>
<li> Must be registered with commissioner for Insurance – Certified copy of registration must be attached.</li>
<li>Must have paid up capital of at least <strong>Kshs.100million</strong></li>
<li>Must give a list of 5 current clients, their recommendation letters, their equivalent business value and the total client premium for the previous year (2010/2011). Attached relevant copies.</li>
<li>Must submit a copy of Audited account of the previous two (2) years</li>
<li>Must submit certified copies of the following:
<ol>
<li>PIN certificate</li>
<li>Tax compliance certificate</li>
<li>VAT certificate</li>
<li>Certificate of registration/incorporation</li>
</ol>
</li>
</ol>

<ol>
<li>The companies must have been in medical health care insurance business for not less than three years.</li>
<li>The Company(ies) must provide evidence of its medical service provider’s branch network countrywide</li>
<li>The Companies must provide a list of its service provider for business and that selection of this provider shall be in consultation with the Council.</li>
<li>The companies must commit to provide a specific contact person who will be handling council claims promptly and urgently as they arise.</li>
<li><strong>3.    </strong><strong>PROVISION OF WIBA, GROUP PERSONAL ACCIDENT AND GROUP LIFE INSURANCE COVER</strong></li>
</ol>
<p>NCPWD invites bids from eligible brokerage firms for the provision of the above policies for the Council Secretariat and selected Board of Directors for the period 1<sup>st</sup> July, 2012 to 30<sup>th</sup> June, 2013.</p>
<p><strong>MANDATORY REQUIREMENTS</strong></p>
<p>a)    Must be registered with the Insurance Regulatory Authority (IRA) for the current year. A copy of the current license must be submitted.</p>
<p>b)    Registration as a member of AKI for the current year 2012</p>
<p>c)    Certified copy of valid Tax compliance certificate from KRA</p>
<p>d)    Certified copy of PIN/VAT certificate</p>
<p>e)    Copy of current business license License from Nairobi City Council OR Local Authority for the Principal place of business</p>
<p>f)       Tender security of Kshs. 40,000</p>
<p>g)    Certified copy of certificate of incorporation/registration</p>
<p>h)    Professional indemnity limit/Re – insurance 50 million (Insurance brokers)</p>
<p>i)        Completed confidential business Questionnaire form</p>
<p>j)        List of at least four (4) key management staff and specific tasks</p>
<p>k)     List of at least five(5) current major clients and recommendation letters</p>
<p>l)       Duly completed signed and stamped form of tender</p>

			<content:encoded><![CDATA[<p>The National Council for Persons with Disabilities (NCPWD) was set up in December 2004 following the enactment of The Persons with Disabilities Act (PWD) 2003. The Council is a State Corporation whose parent Ministry is the Ministry of Gender, Children and Social Development. The membership consists of nominees of Organizations of and for persons with disabilities, key government ministries, the Office of the Attorney General, Federation of Kenya Employers and the Central Organization of Trade Unions. The Board is headed by a non-executive Chairperson. The day-to-day activities are run by a Secretariat headed by a Director.</p>
<p>One of the key functions of NCPWD is to conduct mainstreaming within the Public and Private sector. We are therefore looking for qualified candidates from <strong>Counties</strong> representing the following regions: <strong>WESTERN, RIFT VALLEY and NORTHEASTERN</strong> to undergo a two day Trainer of Trainers course on Mainstreaming Disability. The trained individuals will assist to conduct Disability Mainstreaming trainings to public and private institutions within the mentioned area.<span id="more-929"></span></p>
<p><strong>QUALIFICATIONS</strong></p>
<ul>
<li>Someone who is disability sensitive</li>
<li>Ideally has experience working on disability issues</li>
<li>Strong communication skills</li>
<li>Have a good command of English, Swahili and a local dialect of the mentioned regions</li>

			<content:encoded><![CDATA[<p><strong>1.0 INTRODUCTION AND BACKGROUND</strong></p>
<p>The National Development Fund is established under section 32 of the Disability Act 2003. Clause 2 of that section states that “The Fund shall be established as a permanent fund and the income there from shall be used for the benefit of persons with disabilities in Kenya”.</p>
<p>Section 33 (2) provides that: Without limiting the generality of section 32 (2), the Board of Trustees may, out of the Fund:</p>
<p>a)    Contribute to the expenses, including capital expenses, of organizations of or for persons with disabilities;</p>
<p>b)    Contribute to the expenses, including capital expenses, of institutions that train persons in the care of persons with disabilities;</p>
<p>c)    Contribute to the capital expenses of projects undertaken by the Government for the benefit of persons with disabilities;</p>
<p>d)    Provide or contribute to the cost of assistive devices and services;</p>
<p>e)    Pay allowances to persons with disabilities falling in the following categories and who have no other source of income:</p>
<p>1.         Persons with severe disabilities and are therefore not trainable in any skills;</p>
<p>2.         Aged persons with disabilities; and</p>
<p>3.         Single parents with children with disabilities and who cannot therefore seek employment; and</p>
<p>4.         Make payments or contributions for such purposes as may be prescribed by the council.</p>
<p><strong>1.1 THE STATUS OF DISBURSEMENTS OF FUNDS FOR ECONOMIC EMPOWERMENT PROGRAMME BY THE END OF FINANCIAL YEAR 2010/2011</strong></p>
<p>Under the Economic Empowerment Programme, the Board of Trustees of National Development Fund for Persons with Disabilities has disbursed funds to organizations of/for persons with disabilities among them self help groups, Community Based Organizations, Non-Governmental Organizations and Societies with the aim of channeling business start up credit to entrepreneurs with disabilities and seed capital for group based income generating projects. The ultimate goal of this programme is to help persons with disabilities with capacity for engaging in income earning activities to build sustainable and secure livelihoods.<span id="more-923"></span></p>
<p><strong>2. OBJECTIVES</strong></p>
<p><strong>a</strong>)<strong> OVERALL OBJECTIVE</strong></p>
<p>The Consultancy is aimed at building capacity in conducting monitoring and evaluation of a select group of persons with disabilities among our beneficiaries through structured trainings. The exercise will target 47 beneficiaries all 47 counties in Kenya plus the NCPWD Programme staff. The Peer Monitors and Evaluators will be Persons with Disabilities (PWDs) from Disabled Persons Organizations (DPOs) that have been funded by the National Development Fund for Persons with Disabilities (NDFPWD) especially those in the economic empowerment programme. Thereafter, they will be engaged to conduct monitoring and evaluation of organizations and institutions funded by NDFPWD in their respective counties. The trained programmes staff who will take part will be become trainers of trainers on Monitoring and evaluation as we continue to build the numbers of partners with skills to conduct M &amp; E.</p>
<p><strong>b) SPECIFIC OBJECTIVES</strong></p>
<p>To equip Peer Monitors and Evaluators with skills in Monitoring and Evaluation of grassroots projects to enable them support implementation of projects by DPOs and institutions funded by NDFPWD.</p>
<p><strong>3.0 SCOPE OF THE WORK</strong></p>
<p>The Consultant will be required to:-</p>
<p>1.      Develop a trainer’s Resource Manual and Training Guide on Monitoring and Evaluation, focusing particularly on evaluation of community groups/individual beneficiaries of funds for economic empowerment. The funding has two funding models.</p>
<p>a)    Group based revolving fund</p>
<p>b)    Common group income generating project</p>
<p>2. Prepare schedules and training materials for each of the three trainings.</p>
<p>3. Conduct comprehensive evaluation training workshop for 47 selected peer evaluator trainees in two groups each taking 5 days in an in house setting.</p>
<p>4. Conduct a 5 days training for program staff on Monitoring and Evaluation</p>
<p>5. Develop evaluation guides and forms to be used in monitoring and evaluation of the DPOs and institutions funded by the trainees</p>
<p><strong>4.0 DELIVERABLES</strong></p>
<p>The consultant will be expected to deliver the following outputs;</p>
<p>1.      Trainer’s Resource Manual submitted to NCPWD five days before the start of the training.</p>
<p>2.      Peer monitors and evaluators training on Monitoring and Evaluation delivered to NCPWD a week before the start of the training.</p>
<p>3.      Training schedule and materials for each of the three trainings.</p>
<p><strong>4.    </strong>Prepare and present comprehensive reports for each of the three trainings within two weeks after each training to NCPWD. The report should be done using Century Gothic font 12.</p>
<p><strong>5.    </strong>Sixty five copies of the Final Resource Manual and Trainers Guide after the 3 trainings</p>
<p><strong>5.0 DURATION OF THE CONSULTANCY</strong></p>
<p>The consultancy exercise will take 20 working days.</p>
<p><strong>6.0 QUALIFICATIONS OF THE CONSULTANT</strong></p>
<p>Must have:-</p>
<p>a)    A bachelor’s degree in social sciences or related discipline. A master’s degree in the same field will be an added advantage.</p>
<p>b)    Over 10 years of demonstrated experience working in the monitoring and evaluation or related work.</p>
<p>c)    Demonstrated skills and experience in conducting trainings on monitoring and evaluation as well as skills in adult learners training.</p>
<p><strong>7.0 OBLIGATIONS OF BOARD OF TRUSTEES OF THE NATIONAL DEVELOPMENT FUND FOR PERSONS WITH DISABILITIES </strong></p>
<p>a)    Provide relevant documents to assist in preparation of the Resource Manual and Training Guide.</p>
<p>b)    Promptly respond to queries from the consultant.</p>
<p>c)    Provide necessary information to support and facilitate the consultant work.</p>
<p>d)    Make timely payments as per the agreed schedules.</p>
<p><strong>8.0 REPORTING RELATIONSHIP</strong></p>
<p>The consultant will work with the Monitoring and Evaluation Officer on day to day basis in consultation with the Program Officer to provide logistical support to facilitate the work.</p>
<p>The Secretary to the Board of Trustees of the National Development Fund for Persons with Disabilities will be the contact person who will ultimately report to the Board of Trustees of the National Development Fund for Persons with Disabilities.<strong> </strong></p>

<p>The Principal Public Relations and Communications Officer will provide a broad range of communications and marketing support to the organization. The position reports to the Director. The duties and responsibilities are related to the following key areas:</p>
<p><strong> Strategic Communications Planning, Monitoring and Reporting:</strong></p>

<li>Working with the Director and senior management team:</li>
<li>Lead the planning of the Council communication strategies</li>

<li>Determine the strategic focus, research, write/edit articles, newsletters, reports, journals and other public materials</li>

<p><strong>Partner and Stakeholder Relations: </strong></p>

<li>Lead the development and creation of all outbound stakeholder (disability fraternity, board and client) communications including all promotional materials (provide writing and editing support these materials)</li>
<li>Collaborate with stakeholders throughout the disability fraternity to ensure the success of various communications activities</li>

<p><strong> Marketing</strong></p>

<li>Review and edit existing promotional materials for marketing effectiveness and adherence to brand guidelines.</li>

<li>Lead the coordination of special events such as press conferences, conferences, National Ability Awards celebration, tradeshows and activities associated with International Days such as the International Day for Persons with Disabilities</li>
<li>Draft event plans, presentation materials, scripts, speeches and associated collateral material for events, conferences and other special events</li>

<p><strong>Team building and staff supervision:</strong></p>

<li>Work collaboratively with a diverse staff team to create and manage cross-organizational, integrated communications strategies</li>
<li>Participate in working groups to plan, coordinate and execute original communications products and publications related to special events and programs</li>

<p><strong>Requirements for Appointment</strong></p>

<li>A Degree in Communication/Journalism/Public Relations/International Relations</li>

<li>Served as a Public Relations/Communication officer II for at least four (4) years;</li>
<li>Member of Public Relations Society of Kenya (PRSK);</li>

			<content:encoded><![CDATA[<h1>1.0 INTRODUCTION AND BACKGROUND</h1>
<p>The National Development Fund was established under section 32 of the Disability Act 2003. Clause 2 of that section states that “The Fund shall be established as a permanent fund and the income there from shall be used for the benefit of persons with disabilities in Kenya”.</p>
<p>Section 33 (2) provides that: Without limiting the generality of section 32 (2), the Board of Trustees may, out of the Fund:</p>
<p>a)    Contribute to the expenses, including capital expenses, of organizations of or for persons with disabilities;</p>
<p>b)    Contribute to the expenses, including capital expenses, of institutions that train persons in the care of persons with disabilities;</p>
<p>c)    Contribute to the capital expenses of projects undertaken by the Government for the benefit of persons with disabilities;</p>
<p>d)    Provide or contribute to the cost of assistive devices and services;</p>
<p>e)    Pay allowances to persons with disabilities falling in the following categories and who have no other source of income:</p>
<ol start="1">
<li>Persons with severe disabilities and are therefore not trainable in any skills;</li>
<li>Aged persons with disabilities; and</li>
<li>Single parents with children with disabilities and who cannot therefore seek employment; and</li>
<li>Make payments or contributions for such purposes as may be prescribed by the council.</li>
</ol>
<h2>1.1 THE STATUS OF DISBURSEMENTS OF FUNDS FOR ECONOMIC EMPOWERMENT PROGRAMME BY THE END OF FINACILA YEAR 2010/2011</h2>
<p>Under the economic empowerment programme, the Board of Trustees of National Development Fund for Persons with Disabilities has disbursed funds to organizations of/for persons with disabilities among them self help groups, community based organizations, non-governmental organizations and societies with the aim of channeling credit to entrepreneurs with disabilities and start up funds for group based income generating projects. That ultimate goal of this programme is to help persons with disabilities with capacity for engaging in income earning activities to build sustainable and secure livelihoods.  <span id="more-907"></span></p>
<p>Since 2010 the Fund has financed 181 groups countrywide for economic empowerment activities. The financing had broadly followed two broad models. The first is the revolving fund model, where a group is financed by the Fund to establish a revolving fund that lends small enterprise loans to its members for strictly business purposes at a moderate interest rate i.e. 5%. The second model is a group based project funding, where a group receives financing for a specific income generating project. In turn, part of the income generated through the projects is supposed to be channeled into a revolving fund which supports members’ needs for micro enterprise loans financing.</p>
<h1>2.0 OBJECTIVES</h1>
<h2>a)   OVERALL OBJECTIVE</h2>
<p>The consultancy will aim is to establish the most effective, efficient and sustainable approach(es) for delivering affordable and accessible micro finance services to persons with disabilities throughout the country. The consultancy must address this question with regard to reaching clients who are individuals and those organized as self help groups, community based organizations, non-governmental organizations and societies established by persons with disabilities to pursue economic welfare of their members.</p>
<p>&nbsp;</p>
<p>However, within this broad objective, the consultancy must establish how the Fund can satisfy the need for micro finance services to individual entrepreneurs with disabilities in the most effective and efficient manner within the broader micro finance services delivery programme serving all persons with disabilities.</p>
<h2>b)   SPECIFIC OBJECTIVES</h2>
<p>1.      Conduct a desk study of micro finance services sector and document the developments within the sector since its birth through the various financing paradigms with the attendant pros and cons. Determine the lessons learnt and current best practice within the sector both national and internationally.</p>
<p>2.      Conduct primary research on the groups and organizations that the National Development Fund has financed using the various approaches. These approaches are;</p>
<p>i.            The revolving fund approach,</p>
<p>ii.            The common group income generating project approach,</p>
<p>iii.            The individual lending approach (only one case is on record)</p>
<p>1.      Conduct a study of other micro finance services programmes providing services to persons with disabilities and document and interpret the approaches they have in place and assess the satisfaction of persons with disabilities with the services provided and received. The programmes targeting persons with disabilities may be total or partial.</p>
<p>2.      Conduct a study of the Women Enterprise Fund and Youth Enterprise Fund and establish, document and interrogate the approaches they have in place to reach all categories of the clients and particularly groups and/or individuals and document the successes recorded and lessons for the National Development Fund under each of the approaches</p>
<p>3.      Make recommendations to the National Development Fund on programmatic design with a capacity to address the need for micro finance services of all persons with disabilities regardless of how they are organised whether as individuals or groups</p>

<h1>3.0 SCOPE OF THE CONSULTANCY</h1>
<p>1.      Review the current funding procedures guidelines and models for channeling economic empowerment financing to persons with disabilities.</p>
<p>2.      The consultancy will study all organizations and programmes that provide micro finance services to person with disabilities and the approached that have been put in place to facilitate effective, efficient and sustainable service delivery. The consultant should collect relevant information through visits, questionnaires, focus groups discussions, key informants etc. It should document the achievements and drawbacks of the approaches applied by micro finance services practitioners to meet the needs of persons with disabilities.</p>
<h1>4.0 DELIVERABLES</h1>
<p>1.      An inception report within a 7 working days of commencement of the consultancy.</p>
<p>2.      Draft report of the feasibility study on providing economic empowerment support to persons with disabilities and particularly individual entrepreneurs with disability</p>
<p>3.      Recommendations on the most effective, efficient and sustainable approach(es) of delivering micro finance services to persons with disabilities  at both individual and group level</p>
<ol start="4">
<li>Prepare and present a final draft report to a validation workshop involving trustees of National Development Fund and other sector stakeholders.</li>
<li>Prepare and present the final report to CPWD in font 12 using Century Gothic.</li>
</ol>
<h1>5.0 DURATION OF CONSULTANCY</h1>
<p><strong> </strong>A maximum of twenty (25) working days spread out in thirty (40) calendar days.</p>

<p>The Consultant will work with Programme Officer on day to day basis and provide logistical support to will facilitate the work.</p>
<p>The Secretary Board of Trustees will be the contact person who will ultimately report to the Board of Trustees of the National Development Fund for Persons with Disabilities.</p>

			<content:encoded><![CDATA[<p><strong><em>1.0   BACKGROUND INFORMATION</em></strong></p>
<p><em> </em>The Government of Kenya established a cash transfer to persons with severe disabilities programme on pilot basis in June 2011, in all Constituencies in the Country. The cash transfer programme targeting persons with severe disabilities other than being a social protection measure to provide a livelihood / subsidy to households with persons with severe disabilities, it is also a human rights issues. Persons with Disabilities (PWDs) are entitled to the same rights as all other human beings and to equal opportunities, hence the introduction of the cash transfer to persons with severe disabilities programme to address their concerns.</p>
<p>In the context of this programme, persons with severe disabilities refer to those who need permanent care including feeding, toiletry, protection from danger from themselves or other persons, and from the environment.</p>
<p>The adults and children with severe disabilities basically depend on parents and well wishers for specific support to enable them to cope in life. They also need support on full time basis by parents and guardians / caregivers to ensure their needs are met. They require caregivers at home or close to them throughout. These intensive support on a daily basis, denies their parents and guardians / caregivers opportunities to engage in other income generating activities, which worsens the economic situation of such households.</p>
<p>Some parents have lost employment and/ or closed down their businesses to take care of their children with severe disabilities. Attempts by parents to go out and earn a living only come with a cost as it requires that they hire other people to provide their children with a variety of essential supports.</p>
<p>This programme was important because the guidelines establishing the National Development Fund for Persons with Disabilities (NDFPWDs) established in the year xxx, targets Persons with Disabilities who wish to be involved in entrepreneurship, assistive devices and also funds institutions for Persons with Disabilities, but not the persons with severe disabilities.</p>
<p>Persons with severe disabilities do not need assistive devices and or cannot be involved in entrepreneurship due to their unique challenges. They therefore require a financial subsistence for survival.</p>
<p><strong>Goal of the PWSD-CT programme</strong></p>
<p><strong> </strong>To improve the livelihood of persons with severe disabilities</p>
<p><strong>Specific objective of the programme</strong></p>
<p>To mitigate the effect of the disability to the households with persons with severe disabilities.</p>
<p><strong>Implementation structure</strong></p>
<p><strong> </strong>The programme is under the auspices of the MGCSD and coordinated by the Department of Gender and Social Development in very close collaboration with the National Council for Persons with Disabilities.<span id="more-902"></span></p>
<p>At the District level, the programme is coordinated by the District Gender and Social Development Officers, in conjunction with the District Gender and Social Development Committees and other local leaders.</p>
<p>In view of the above, the MGC&amp;SD and NCPWD wishes to enlist the services of a consultant to carry out a baseline survey on current status of the persons with severe disabilities  who are enrolled in the PWSD-CT in the country. This will provide baseline information and status of beneficiaries of the programme to enable the Ministry and the Council to monitor /evaluate the impact of the programme in future.</p>
<p><strong><em>2.0 GENERAL OBJECTIVE OF THE CONSULTANCY</em></strong></p>
<p><em> </em>To undertake a baseline survey of PWSDs who are benefiting from the PWSD-CT propgramme in the country and write a status report</p>
<p><strong><em>2.1 OBJECTIVES / TORs OF THE BASELINE SURVEY</em></strong></p>
<p>i.                     To establish the magnitude of persons with severe disabilities in Kenya</p>
<p>ii.                   To determine the livelihood situation of persons with severe disabilities in Kenya</p>
<p><strong><em>2.1 SPECIFIC TERMS</em></strong></p>
<p><strong> </strong>The consultant will be expected to familiarize himself / herself  with the following  documents:</p>
<ol start="1">
<li>Constitution of Kenya 2010</li>
<li>Convention on the Rights of Persons with Disabilities</li>
<li>Persons with Disabilities Act 2003</li>
</ol>
<ol start="4">
<li>Draft National Disability Policy</li>
<li>Other PWD survey status reports carried out in the country</li>
<li>Draft guidelines for implementation of PWSD-CT programme and targeting tools for PWSD CT.</li>
<li>Other relevant documents</li>
</ol>
<p>The consultant undertaking the baseline survey will work under the coordination of a working committee made up of MGC&amp;SD and NCPWD, where he / she will give constant briefings on progress of work to the committee</p>
<p><strong><em>3.0 EXPECTED OUTPUTS</em></strong></p>
<p><em> </em>A baseline survey report of persons with severe disabilities who are targeted in the cash transfer programme.</p>
<h4><em>4.0 EDUCATION AND QUALIFICATIONS OF CONSULTANCY </em></h4>
<h4>·         Postgraduate Degree in Social science disciplines or related subject</h4>
<ul>
<li>Conversant with  the articles of the Constitution on the Bills of Rights, CRPDs, Persons with disabilities Act,</li>
<li>Excellent writing and computer skills</li>
</ul>
<h4><em>5.0      EXPERIENCE</em></h4>
<h4>·         Must have undertaken similar surveys which are documented for reference</h4>
<h4>·         Extensive experience on disability issues</h4>
<p><strong>6.0 EXPECTED OUTPUTS</strong></p>
<p><strong> </strong>The consultant is expected to deliver the following outputs:</p>
<p>i.                     An inception report.</p>
<p>ii.                   Draft report which is due within two weeks after data collection.</p>
<p>iii.                   second draft which is due within one week after having received comments on the draft</p>
<p>iv.                Final report which should be presented in both hard and soft copies to the Ministry and to the NCPWDs</p>
<p>v.                  Final report.</p>
<h4><em>7.0      TIME FRAME</em></h4>
<h4>The consultancy will run for a period of 30 days spread out in two months.</h4>
<p><strong><em> 8.0 ROLE OF THE NCPWD</em></strong></p>
<p>i.                     Hire the Consultant</p>
<p>ii.                   Sign contract with consultant</p>
<p>iii.                  Provide funds for the baseline survey</p>
<p>iv.                Be a member of the coordinating team / committee of the survey</p>
<p>v.                  Accompany the consultant to collect survey data</p>
<p>vi.                Input into the survey tool / questionnaire</p>
<p>vii.               Facilitate presentation of the report to the BOT</p>
<p><strong><em> 8.1 COMMITTEE BY MGCSD and NCPWD</em></strong></p>
<p>¨      Provide relevant documents to assist the consultancy execute the assignment smoothly</p>
<p>¨      Organize and facilitate meetings with the relevant stakeholders to enable consultant to collect information</p>
<p>¨      Participate in critique meetings</p>
<p>¨      Provide any other necessary information and support to facilitate the work of the consultancy</p>
<p>¨      Accompany the consultant to collect survey data</p>
<p>¨      Receive and review the report</p>
<p><strong><em>9.0 TERMS OF PAYMENT </em></strong></p>
<p>The Consultant will be paid:</p>
<ol start="1">
<li>20% once the Memorandum of Understanding is signed</li>
<li>20% after presenting satisfactory initial drafts to the MGCSD and NCPWD committee</li>
<li>60% after presenting final report to the Ministry and NCPWD</li>

<p><strong>1.   </strong><strong>LEGAL OFFICER  - JOB GROUP ‘N’ (1 Post)</strong></p>
<p><strong> </strong></p>
<p><strong>Reporting to the Director, the duties and responsibilities will entail the following:</strong></p>
<p>§  Undertake legal research on litigation matters for the Council</p>
<p>§  Ensure that the Council is abreast with any new legislative measures</p>
<p>§  Advise the Council to comply with laws, by-laws and legislative requirements in all corporate matters</p>
<p>§  Report and present legal research and investigation findings to the management as delegated, discuss and agree on management action and assist in subsequent implementation</p>
<p>§  Ensure full compliance with Law, procedures and both regional and international instruments on disability.</p>
<p>§  Preparation of evidence and occasionally attend Court on behalf of Council’s clients.</p>
<p>§  Interview witnesses and document evidence on behalf of clients and occasionally attend Court on behalf of the Council</p>
<p>§  Administratively assist and guide the Council on legal matters</p>
<p>§  Interpret local legislation and international instruments on behalf of the Council</p>
<p>§  Preparation correspondence and preparing reports for the Council</p>
<p>§  Drafting legal documents for the Council</p>
<p>§  Handle all clients’ complaints that are of legal nature and advise appropriately.</p>
<p>§  Carry out ad hoc assignments for Council</p>
<p><strong>Requirements for appointment</strong></p>
<p>The ideal candidate should possess the following qualifications:</p>
<p>§  Must have LL.B (Bachelor’s Degree in Law) from a recognized University</p>
<p>§  Must have obtained a Diploma from Kenya School of Law</p>
<p>§  Must have been admitted as an Advocate of the High Court</p>
<p>§  Must have a current practicing certificate</p>
<p>§  Minimum of 5 years hands-on experience in legal work in a busy human rights firm or a large corporate organization</p>

<p>§  Cooperating and networking with other government agencies and community groups in the regions;</p>
<p>§  Educating PWDs and other stakeholders in the regions about economic development, health, gender issues, social rights, roles and obligations;</p>
<p>§  encouraging and promoting the equal participation of persons with disabilities in Community development activities;</p>
<p>§  conducting literacy programmes and income generating activities;</p>
<p>§  planning and coordinating events and support projects in the regions;</p>
<p>§  receiving and vetting applications forms for grants;</p>
<p>§  conducting awareness and publicity programmes to promote the NCPWDs  functions in the region;</p>
<p>§  Identifying community issues, needs and problems; developing new community-based programmes and resources;</p>
<p>§  Liaising with interested groups and individuals to set up new services;</p>
<p>§  mediating in matters of conflict among PWDS and PWDOS;</p>
<p>§  Oversee the provision of technical and financial support to community projects during implementation including the promotion of new and innovative cost-effective approaches and techniques</p>
<p>§  Supervise and monitor project implementation including planning and reporting</p>
<p>§  Manage the use of regional resources, including finances, transport, equipment and stores</p>
<p>§  Consolidate quarterly and annual work plans and reports</p>

<p><strong>Requirements for Appointment</strong></p>
<p>§  A Bachelors degree in Community Development/Social Work OR a Bachelors degree in social sciences and a post graduate diploma in community development/social work or  relevant field from a recognized Institution;</p>
<p>§  Knowledge of regional and international instruments relating to Persons with Disabilities and general human rights</p>
<p>§  Excellent interpersonal and communication skills</p>
<p>§  Computer application skills;</p>
<p>§  Must have worked as a community Development/Social Work officer for at least five (2) years in a relevant field;</p>

<p>If you have made, or know someone who has made, a significant contribution to persons with disabilities, either at a local, constituency or national level, tell us about it by submitting a nomination or nominating them for the 2011 Inaugural Kenyan National Ability Awards. The awards will inspire us with the stories of people who have overcome seemingly insurmountable challenges and people who have worked tirelessly to create greater inclusion for persons with disabilities. They are our co-workers, friends and family: individuals who offer hope and inspire us with their courage, strength, and drive to give back to their communities.</p>
<p>The 2011 inaugural awards will also celebrate the exceptional leadership of groups and organizations who have done so much to create greater access and opportunities for persons with disabilities. Their efforts lead the way and show others what is possible.</p>
<p>In addition to recognizing these exception individuals, groups and organizations at an award celebration on December 2, 2011, there are some remarkable prizes including:</p>
<p>«  two tickets to the 2012 Paralympic Games in London for the Lifetime Achievement Award recipient;</p>
<p>«  an education scholarship for up to four years for the Youth Ability Award recipient; and</p>
<p>«  up to 250,000KSH in health and sport equipment for the Sport, Health and Wellbeing Award recipient.</p>
<p>The National Ability Awards are part of the Kenyan Government&#8217;s celebration of International Day of Persons with Disabilities that is held on 3 December each year. The day is a collaborative effort to celebrate and acknowledge the contributions and experiences of persons with disabilities. We thank all of our partners and sponsors for their contributions.</p>
<p>We would greatly welcome any assistance you can give to spread the word about these awards and help us find the most inspiring award recipients.</p>
