<p>The National Council for Persons with Disabilities invites applications from qualified, competent and experienced candidates for the following Permanent positions<span id="more-887"></span></p>
<p><strong>1.   </strong><strong>LEGAL OFFICER  - JOB GROUP ‘N’ (1 Post)</strong></p>
<p><strong> </strong></p>
<p><strong>Reporting to the Director, the duties and responsibilities will entail the following:</strong></p>
<p>§  Undertake legal research on litigation matters for the Council</p>
<p>§  Ensure that the Council is abreast with any new legislative measures</p>
<p>§  Advise the Council to comply with laws, by-laws and legislative requirements in all corporate matters</p>
<p>§  Report and present legal research and investigation findings to the management as delegated, discuss and agree on management action and assist in subsequent implementation</p>
<p>§  Ensure full compliance with Law, procedures and both regional and international instruments on disability.</p>
<p>§  Preparation of evidence and occasionally attend Court on behalf of Council’s clients.</p>
<p>§  Interview witnesses and document evidence on behalf of clients and occasionally attend Court on behalf of the Council</p>
<p>§  Administratively assist and guide the Council on legal matters</p>
<p>§  Interpret local legislation and international instruments on behalf of the Council</p>
<p>§  Preparation correspondence and preparing reports for the Council</p>
<p>§  Drafting legal documents for the Council</p>
<p>§  Handle all clients’ complaints that are of legal nature and advise appropriately.</p>

<p><strong>Requirements for appointment</strong></p>
<p>The ideal candidate should possess the following qualifications:</p>
<p>§  Must have LL.B (Bachelor’s Degree in Law) from a recognized University</p>
<p>§  Must have obtained a Diploma from Kenya School of Law</p>
<p>§  Must have been admitted as an Advocate of the High Court</p>
<p>§  Must have a current practicing certificate</p>
<p>§  Minimum of 5 years hands-on experience in legal work in a busy human rights firm or a large corporate organization</p>

<li>Ensuring proper functioning of engines cooling, oil, electrical and braking systems, wheel pressure and lubrication system.</li>
<li>Detecting and reporting malfunction of vehicle systems</li>
<li>Maintaining work tickets for vehicles  assigned to him/her</li>
<li>Carrying only authorized passengers and goods.</li>
<li>Ensuring safety of the passengers or goods in the vehicle</li>
<li>Ensuring strict adherence to traffic regulations</li>
<li>Maintaining security and safety for the vehicle on and off the road</li>

<p>For appointment to this grade a candidate must have:</p>

<li>Kenya Certificate of Secondary Examination mean grade ‘D’ plain or its equivalent;</li>
<li>Valid driving license free from current endorsements for Classes B-C-E;</li>
<li>At least two(2) years previous satisfactory driving experience after obtaining the driving license;</li>
<li>Passed practical test for drivers;</li>
<li>Passed the suitability test for Drivers Grade III;</li>
<li>Certificate of good conduct (renewable every two(2) years);</li>
<li>First Aid Certificate lasting not less than one (1) week from St John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution.</li>

<li>coordination of reception activities;</li>
<li>manning the customer care/reception desk;</li>
<li>Maintaining a register on all complaints raised by customers/stake holders;</li>
<li>Welcoming and directing guest/customers/stake holders;</li>
<li>Maintaining cleanliness at the reception area;</li>
<li>Issue visitor passes;</li>
<li>Maintain good public relations in Council offices and any other duties that may be assigned.</li>

<p><strong>Reporting to the Director, the duties and responsibilities will entail the following:</strong></p>
<ul>
<li>Provide strategic and operational leadership for the M&amp;E department in accordance with the NCPWD M&amp;E Strategy.</li>
<li>Advise the Council on evidence-based planning and in analysis of information to inform decision-making and policy development.</li>
<li>Undertaking economic analysis, evaluation, and monitoring of development projects and programmes.</li>
<li>Establish a national indicator set and data collection methodology to enable NCPWD to monitor progress nationally in accordance with the 2003 Disabilities Act.</li>
<li>Maintain and further develop monitoring, evaluation and reporting tools for the National Development Fund for Persons with Disabilities.</li>
<li>Support the District Gender and Social Development Officers in monitoring Community Based Groups receiving NDFPWD funding and ensuring quarterly reporting by those groups.</li>
<li>Conduct feasibility studies and collection and analysis of data relating to the Council’s programme areas.</li>
<li>Proven ability to introduce systems for programme monitoring and evaluation across multiple field sites or offices.</li>
<li>Commission consultants to undertake specialist M&amp;E work as required.</li>
<li>Advise other departments on all matters relating to M&amp;E and provide training for staff as needed.</li>
</ul>

<p><strong>Requirements for Appointment</strong></p>
<ul>
<li>First Degree in Economics, Social Sciences, Public Health, Statistics, International  Development or related field from a recognized university. Must have included substantial component on advanced qualitative and quantitative research techniques. Post graduate Diploma in project Management or any other related field will be an added advantage.</li>
<li>At least 3 years experience in M&amp;E or related field.</li>
</ul>
<p>§  Familiarity with results-based M&amp;E and logical framework planning.</p>
<p>§  Ability to engage with stakeholders at all levels.</p>
<p>§  Knowledge of disability or social issues is an advantage.</p>
<p>§  Evidence of initiating new projects and of successfully completing projects.</p>

<p>§  carrying out resource budgeting, utilization and management for project and programme;</p>
<p>§  Planning preparing and reviewing programme’s grant application;</p>
<p>§  Carrying out critical evaluation of projects/programmes at all stages  of the implementation</p>
<p>§  participating in the development and formulation of projects / programmes, and policies;</p>

<li>Prepare disbursement schedules for forwarding to Finance department</li>
<li>Compiling returns on funds disbursed</li>
<li>Collecting and compiling data for analysis on enterprise development, scholarships, assistive devices, social protection programme to persons with disabilities organizations and other stakeholders.</li>
</ul>

<p>For appointment to this grade, a candidate must have:</p>
<ul>
<li>A Diploma in Project management or Micro Enterprise development or Business management or equivalent field from a recognized Institution</li>
<li>At least two years experience in Micro Enterprise development or project Management</li>
<li>Training and facilitation skills</li>
<li>Analytical skills computer application skills;</li>

Entering the Awards is easy.  The nomination form and guidelines are attached for your use or fill in a form online at <a href="http://www.ncpwd.go.ke/">www.ncpwd.go.ke</a> or call <strong>020</strong> <strong>231 4621</strong>/ <strong>0720 378 477</strong> to order hard copies.  <strong>NOMINATIONS ARE CLOSED</strong></p>
<p>If you have made, or know someone who has made, a significant contribution to persons with disabilities, either at a local, constituency or national level, tell us about it by submitting a nomination or nominating them for the 2011 Inaugural Kenyan National Ability Awards. The awards will inspire us with the stories of people who have overcome seemingly insurmountable challenges and people who have worked tirelessly to create greater inclusion for persons with disabilities. They are our co-workers, friends and family: individuals who offer hope and inspire us with their courage, strength, and drive to give back to their communities.</p>
<p>The 2011 inaugural awards will also celebrate the exceptional leadership of groups and organizations who have done so much to create greater access and opportunities for persons with disabilities. Their efforts lead the way and show others what is possible.</p>
<p>In addition to recognizing these exception individuals, groups and organizations at an award celebration on December 2, 2011, there are some remarkable prizes including:</p>
<p>«  two tickets to the 2012 Paralympic Games in London for the Lifetime Achievement Award recipient;</p>
<p>«  an education scholarship for up to four years for the Youth Ability Award recipient; and</p>
<p>«  up to 250,000KSH in health and sport equipment for the Sport, Health and Wellbeing Award recipient.</p>
<p>The National Ability Awards are part of the Kenyan Government&#8217;s celebration of International Day of Persons with Disabilities that is held on 3 December each year. The day is a collaborative effort to celebrate and acknowledge the contributions and experiences of persons with disabilities. We thank all of our partners and sponsors for their contributions.</p>
<p>We would greatly welcome any assistance you can give to spread the word about these awards and help us find the most inspiring award recipients.</p>

<p><strong>CONSULTANCY OPPORTUNITY &#8211; TERMS OF REFERENCE FOR THE REVIEW &amp; DEVELOPMENT OF THE STRATEGIC PLAN OF THE NATIONAL COUNCIL FOR PERSONS WITH DISABILITIES</strong></p>
<p><strong>1.    INTRODUCTION</strong></p>
<p>The National Council for Persons with Disabilities (NCPWD) was established in November, 2004 following the enactment of The Persons with Disabilities Act (PWD) 2003. It was gazetted for commencement in June 2004 with sections 22, 23, 24, 35(2), 39 and 40 gazetted on 24<sup>th</sup> December, 2009.</p>
<p>The Council is a Semi Autonomous Government Agency (SAGA) whose parent Ministry is Ministry of Gender, Children and Social Development. It is run by a Board currently comprised of twenty four (24) members. The membership consists of nominees of Organizations of and for Persons with Disabilities, key government ministries, the Office of the Attorney General, Federation of Kenya Employers, and the Central Organization of Trade Unions.</p>

<p><strong>3.    Problem Statement</strong></p>
<p>The Council is seeking services of a qualified firm or individual professional to facilitate the review of the existing strategic plan covering the period 2008 – 2012 and develop new Strategic plan for the period 2011 – 2015.</p>
<p>Successful applicants must be familiar with the general social, economic and political environment that influences the lives of persons with disabilities in Kenya. They must be aware of the social and physical barriers that hinder or enhance inclusive development as well as the national and international trend towards the mainstreaming of disability in development planning.</p>
<p>They must in particular be familiar with the government vision on the improvement of the standards of life of persons with disabilities as expressed in, among other documents, the Persons with Disabilities Act 2003, the draft National disability policy, Special Needs Education policy, Draft National social protection policy, Vision 2030 documents, Ministry of Gender, Children and Social Development Strategic Plan and the Constitution etc.</p>
<p>They should also be familiar with the international documents, such as the World Programme of Action, UN Standard Rules on equalization of Opportunities for Persons with disabilities and the more recent Convention on the Rights of Persons with Disabilities.</p>
<p><strong> </strong></p>
<p><strong>4.    OBJECTIVES OF THE CONSULTANCY</strong></p>
<p>The objective of this consultancy is to facilitate the strategic planning process for the NCPWD that will culminate into a 5 year strategic plan for the council. The specific objectives are hereby stated as:</p>
<ol start="1">
<li>Formulate the rationale, objectives and expected outputs and outcomes of the council programmes</li>
<li>Review the National Council for Persons with Disabilities 2008-2012 Strategic Plan,</li>
<li>Facilitate development of new Strategic Plan 2011 – 2015,</li>
<li>Formulate a strategy that will guide implementation of the programmes with broad activities for achieving the desired outputs and outcomes</li>
<li>Identify the principle partners for successful implementation of the council programmes</li>
<li>Define detailed priorities of the programmes</li>
</ol>
<p><strong>5.    SCOPE OF WORK</strong></p>
<p>The Consultant is encouraged to recommend changes to the tasks below should they feel the changes will enhance the planning process</p>
<p><strong>Coalition Building:</strong></p>
<ol start="1">
<li>Identify all stakeholders that have direct interests in the council activities. They may be from the formal, non-formal or private sectors. This will involve listing of people, groups and institutions that influence work of the council</li>
<li>Refine the list of participating stakeholders and expand the list to ensure all interests are taken on board</li>
<li>Facilitate participation of all the stakeholders in the planning process at different stages through various workshops</li>
<li>The coalition building will enable the stakeholders to have ownership of the strategic plan</li>
</ol>
<p><strong> Environmental Scan</strong></p>
<p>Will include but not limited to:</p>
<ol start="1">
<li>Develop an understanding of the current situation on disabilities including current issues, concerns, problem areas, quantification of the severity of the problems</li>
<li>Describe the social, political and economic settings</li>
<li>Document current relevant policy frameworks, laws, approaches and national implementation plans</li>
<li>Document key achievements from the implementation of the previous plan</li>
<li>Review organizational structures and institutional arrangements</li>
<li>Review goals and measurable objectives</li>
</ol>
<p>7.      Analyze strengths, weaknesses, opportunities and threats</p>
<p><strong>Terms of Reference</strong></p>
<p>1.       Gather information on legislations, policies, other documents and stakeholders in order to understand the NCPWD’s objectives and operating environment.</p>
<p>2.      Facilitate a five-year strategic plan process to include environment assessment and a five-day’s strategic planning workshop for the members of the Council and other strategic stakeholders among them representatives of the DPO’s</p>
<p>3.      Develop and present to the Council a progress report,</p>
<p>4.      Subject the draft strategic plan to a one-day debriefing workshop,</p>
<p>5.      Finalize and submit the Strategic Plan.</p>
<p><strong>Time Frame:</strong></p>
<p>The final product of the process will be a five-year strategic Plan with a detailed roll-out plan and activities for the first one year to be submitted within one month from the signing of the contract.</p>
<p>Interested applicants are requested to submit their bid alongside with their CV’s, a detailed proposal indicating their work schedule from the commencement to the end of the consultancy and the expected consultancy fee <strong>on or before 12<sup>th</sup> September, 2011 by 5pm.</strong></p>
<p><strong>6.    Responsibilities of NCPWD</strong></p>
<ol start="1">
<li>The contact person in the NCPWD will be the Director, for the duration of the assignment</li>
<li>Provision of all relevant background documents</li>
<li>Liaison and communication with stakeholders</li>
<li>Provision of financial compensation for this assignment</li>
</ol>
<p><strong>7.    Expertise</strong></p>
<ol start="1">
<li>A lead consultant or consulting firm experienced in strategic planning in Sub-Sahara Africa will be hired to lead the process</li>
<li>Some experience with organizations working with or for persons with disabilities will be an added advantage</li>
<li>The consultant or consulting firm will be expected to form a team to deliver on the NCPWD expectations</li>
<li>The successful bidder will have a minimum of a master’s degree in relevant fields and at least five years of professional experience in strategic planning and management</li>

<p>The Council seeks for an experienced consultant to undertake a baseline survey on the Employment of Persons with Disabilities in the public service, so as to establish to what extent the Public Service is implementing the requirements of the reservation of 5% of all casual, emergency and contractual positions in employment in the Public and Private sectors for Persons with Disabilities.<span id="more-580"></span></p>

<p><strong>CONSULTANCY OPPORTUNITY – TERMS OF REFERENCE Baseline Survey: Employment of Persons with Disabilities in the Public Service –Local tender Dated 29<sup>th</sup> August 2011</strong></p>
<p><strong>1.    OVERVIEW</strong></p>
<p>The National Council for Persons with Disabilities is a Semi-Autonomous Government Agency (SAGA) under the Ministry of Gender, Children and Social Development. It was set up by Act of parliament in 2004 to promote the rights of persons with disability in Kenya and mainstream disability issues into all aspects of national development.</p>
<p>NCPWD has seven strategic objectives, the second of which is to ‘Ensure that statistics about persons with disabilities are maintained and that they are registered for the purposes of planning and providing services’. The 2011-12 Performance Contract between the Government of Kenya and the NCPWD identifies as a priority the following:</p>
<ul>
<li>Conduct baseline survey to establish the employment of persons with disabilities in the Public Service.</li>
</ul>
<p>NCPWD seeks to contract an agency (agencies) or individual(s) to undertake this work between September &amp; October 2011.</p>
<p><strong>2.    PROJECT DESCRIPTION</strong></p>
<p><strong>Purpose: </strong>The purpose of this survey is to establish the extent to which persons with disabilities are employed in the Public Service . It should also identify what barriers exist to employment and how these barriers could be overcome. The findings will serve as a baseline against which progress can be measured in future years.</p>
<p><strong>Persons with disabilities</strong> can have a wide range of impairments, including physical, visual, hearing, speech, mental, intellectual, albinism, autism etc. This impairment becomes a disability when society does not make reasonable adjustments to accommodate these persons and allow them to function normally. Access for all disability types should be considered in this survey.</p>
<p><strong>Scope: </strong>This baseline survey will be carried out throughout the Public Service .</p>
<p><strong>Deliverables</strong>: An inception report with detailed project plan including tools to be used for data collection to be presented to the Public Relations &amp; Advocacy (PRA) committee. A zero report for review by NCPWD followed by the final report with recommendations. The final report should be printed (4 copies) and provided in soft copy.</p>
<p>3.      <strong>SELECTION PROCESS </strong></p>
<p>The consultant agency should provide a proposal which details in their experience in this field, suggested methodology, timeline and costing. Information should include how they intend develop survey instruments, secure the participation of relevant organizations, collect data and involve persons with disabilities.</p>
<p>The successful agency will have extensive experience of research. They will have substantial experience in the field of disability, social services or other related field, preferably in Kenya. They will be able to provide evidence of past work which demonstrates the highest level of methodological thoroughness, accuracy, and critical analysis as is expected by the Government of Kenya.</p>
