The National Council for Persons with Disabilities (NCPWD) is a State Corporation established in November, 2004 by an Act of Parliament (Persons with Disabilities Act 2003) with the mandate to formulate and implement policies that are geared towards mainstreaming Persons with Disabilities to the National economy. To achieve this mandate, the Secretariat seeks to fill the following positions which fell vacant.

1.      DISABILITY SERVICES OFFICER

JOB SCALE - NCPD 6

NO. OF POST – 1

Job summary

Development and management of programmes within the council, fundraising for programmes, development of partnerships with stakeholders. Formulation of the Council’s and National policies and strategies on CT PWSD, Registration, Habilitation and Rehabilitation, Education, Economic Empowerment, infrastructure development and Disability Mainstreaming.

Duties and Responsibilities

  1. Administering Fund application forms and targetingtools forbeneficiariesgrantsandcashtransfersprogrammes
  2. Participate in targeting community validation and enrollment of beneficiaries under PWSD-CT and administer the application process for education assistance, assistive devices and services, economic empowerment and infrastructure and equipment
  3. Conduct registration of persons with
  4. Supervise clerks/ Internswhowork under them
  5. Call for and vet applications for education, economic empowerment grants, tools of trade, infrastructure, equipment grants, assistive devices, and submit the proposed beneficiaries to the headquarters
  6. Provide sunscreen lotions, cancer screening and treatment services, protective clothing and sensitization of self-care to persons with Albinism
  7. Facilitate registration of companies and businesses of persons with disabilities under AGPO and provide them with LPO Financing
  8. Train economic empowerment beneficiary groups on entrepreneurship
  9. Facilitatedelivery of cheques of grants and bursaries groups and schools respectively
  10. Assisting thelocalcmmunitiesandself-helpgrstoidentify viable projects
  11. mobilizelocalresourcesfor theimplementationdevelopment prects;assistingthecmmunities developCmmunityActionPlans(CAPs)
  12. LinkPWDs and DPOswithdevelopmentpartners
  13. MonitorimplementationRegistration, Rehabilitation &, Habilitation Education assistance, Infrastructure & Equipment support, Economic Empowerment & Enterprise Development, Cash Transfer and Disability Mainstreamingprogrammes,adviseandreporttheprogress
  14. Conflictresolutions amonggroupmembersdisaggregate dataage etc.
  15. Participateincommunitymobilizationandsensitizationprogrammes of the Council
  16. Facilitate persons with disabilities access tax exemptions, licenses and employment service extension recommendation
  17. Organize National and International events on Disability at the County levels
  18. Create awareness on disability, programmes and services offered by the Council
  19. Lobby and advocate for implementation of 5% constitutional provision on appointive and elective positions in public and private entities
  20. Monitor compliance on the 5% constitutional provision on appointive and elective positions by public and private entities

  22. Provide technical support on disability mainstreaming in form of training, accessibility audits, job placement requirements to public and private

Job requirements

The successful candidate shall be a Kenyan citizen with:

  1. Bachelor’s degree in social science
  2. Professional qualification where applicable
  3.      Experience in working in the Disability Sector or a similar sector;
    1. Fulfill the requirements of chapter six in the constitution

Terms of service: PERMANENT & PENSIONABLE

Consolidated pay is in accordance with the Council’s pay structure as well as Government (SRC) Allowances provisions as indicated below in Kenya Shillings:

Basic Salary: 45,179x2,157-47,336x2,157-49,493x2,157-51,650x2,157-53,807x2,157-58,121x2,159-60,280.

House Allowance: Depending on deployment

Commuter Allowance: KES 8,000

Medical Allowance: Cover to be provided according to the Council’s Medical Scheme.

2.      Internal Auditor

VACANCY IN NAIROBI

Job Summary

The Internal auditors are responsible for providing independent, objective assurance and consulting activity aimed at adding value and improving the operations of the Council.  In addition, Internal Auditors assist the Council accomplish its strategic objectives by affecting a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes

Duties and Responsibilities

The duties and responsibilities of the officer will entail:-

  1. Undertake audit assignments in line with the approved audit work plan to confirm the adequacy and effectiveness of governance, risk management and control;
  2. Perform substantive and compliance testing of accountable records and documents and prepare working papers;
  3. Provide input in preparation of audit reports for audit engagements executed; and
  4. Assist in evaluating progress and effectiveness of action taken to implement audit recommendations received from internal and external audits.

Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. Bachelor’s Degree in Accounting, Finance or Business Administration (Finance and Accounting option) or relevant field from a recognized university;
  2. CPA Part II or its equivalent; and
  3. Fulfilled the requirements of Chapter 6 of the Constitution.

  3. Interpersonal skills; and
  4. Communication skills

3.      Senior Internal Auditor

Job Summary

The Internal auditors are responsible for providing independent, objective assurance and consulting activity aimed at adding value and improving the operations of the Council.  In addition, Internal Auditors assist the Council accomplish its strategic objectives by affecting a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes

  1. Provide inputs for the update of policies and procedures for the Department;
  2. Develop individual audit engagement plan and ensure implementation;
  3. Review and evaluate the system of internal controls, assess their adequacy, effectiveness and proposing recommendations for their improvement;
  4. Safeguard the Council’s assets by establishing appropriate means of verifying their existence, ownership and valuation;
  5. Prepare draft audit reports on completion of each audit engagement for review by the Chief Internal Auditor;
  6. Assist in establishing a follow up mechanism on recommendations received from all internal and external audits; and
  7. Provide inputs for the update of policies and procedures for the Department;
  8. Develop individual audit engagement plan and ensure implementation;

Requirements for Appointment

For appointment to this grade, an officer must have:-

  1. Bachelor’s Degree in Accounting, Finance or Business Administration (Finance and Accounting option) or relevant field from a recognized university;
  2. Master’s Degree in Business Administration (Accounting/Finance Option) or relevant field from a recognized institution will be an added advantage;
  3. CPA (K) or its equivalent;
  4. Member of ICPAK in good standing;
  5. Attended a supervisory course lasting not less than two (2) weeks from a recognized institution;
  6. At least four (4) years’ relevant experience gained from a public or private organization.  
  7. Demonstrated results in work performance; and
  8. Fulfilled the requirements of Chapter six of the Constitution.
