WHY DO I KEEP RENEWING MY CERTIFICATE DESPITE HAVING A PERMANENT DISABILITY?
As it is, it is a policy. Initially moved from three years to five years currently. With the guidelines in force only the Medical Assessment Report might be permanent.
WHAT ARE THE REQUIREMENTS FOR TAX EXEMPTION BOTH RENEWAL AND FIRST APPLICATION?
- Dully filled Income Tax Exemption form 1 and 2.
- COPY of Disability Assessment Report from the government gazetted hospitals with the Director of Medical Services signature and remarks from AFYA HOUSE LG 29. Also attach ophthalmology report signed by a consultant ophthalmologist from a government hospital for Visual disability, psychiatric report signed by a consultant psychiatrist from a government hospital for mental disability and Audiology report and BRAIN EVOKED RESPONSE AUDIOLOGY (B.E.R.A.) signed by a consultant ENT from Kenyatta national hospital for Hearing Disability.
- KRA Pin Certificate (I-Tax)
- Copy of National Identification Card
- Copy of NCPWD Disability Card
- A certified copy of the latest pay slip where applicable
- Original letter from employer where applicable, clearly stating the nature of disability and how it affects the employees’ productivity at place of work.
- Tax Compliance Certificate
- Copy of Business Certificate where applicable
NB: RENEWAL OF EXEMPTION; in addition to the above listed requirements, applicants should attach a copy of the expired income exemption certificate and latest disability assessment report.
HOW LONG DOES IT TAKE TO GET TAX EXEMPTION CERTIFICATE AFTER APPLICATION?
1-month to 3-months due to the process involved.

For planning the government needs to know the number of its citizen and their needs therefore to plan for PWDs as a special case it is important to have a database for all PWDs.
WHY DO YOU SPECIFY HOSPITALS TO DO MEDICAL ASSESSMENT?
We have gazetted government facilities allowed to carry out the assessment across the Country. These are level-four hospitals since they have the rehabilitation services necessary during the assessment.
HOW DO I SELF-REGISTER ON THE ECITIZEN PLATFORM?
Create an account on eCitizen, by following these steps:
- Visit the eCitizen website at http://www.ecitizen.go.ke .
Click on the “Register” button and choose the appropriate option for citizens, foreigners, or residents.
Sign in
To access NCPWD services type “National Council for Persons with Disabilities” on the search bar.
Or
- Log in to http://www.ncpwd.ecitizen.go.ke .
Create an account by Clicking on the “Sign up” button and choosing the appropriate option for citizens, foreigners, or residents.
Log in with either “e-citizen” or using “OTP” and access the NCPWD services.
Click on “Register as a person with Disability” and follow the steps provided.
You will need the following documents to register as a person with Disability
- Disability medical assessment report from a government-gazetted hospital signed by the County Director of Medical services
- National ID for persons above 18 years).
- Birth Certificate for Minors
- Passport-size Photograph

HOW DO I ACCESS MY DISABILITY REGISTRATION CERTIFICATE?
Log in to www.ecitizen.go.ke using the steps provided above
Click on “Home”
Go to “Recent Applications”
Click on “View history”
Click on the reference number of your application
Then click on “Download Disability Certificate”.
You can either download or Print the certificate.
HOW DO I REGISTER A MINOR WHO DOES NOT HAVE AN ECITIZEN ACCOUNT?
Follow the steps provided above to create an account if the individual applying on behalf of the minor does not have an account.
Log in to either http://www.ectizen.go.ke using the steps provided above.
Click on “Register as a person with Disability”
Click “Next” to access the application category
On the drop-down menu choose “Minor”
Click on “next” and follow the steps provided.
You will need the following documents to register a minor with a disability
- a) An E-citizen account for the individual applying on behalf of the minor
- b) Disability medical assessment report from a government-gazetted hospital signed by the County Director of Medical services
- c) Birth Certificate for Minors
- d) Passport-size Photograph

AFTER APPLICATION FOR EDUCATION BURSARY IS IT GUARANTEE THAT YOU GET THE BURSARY?
Application does not guarantee funding. Once applications are received at our county offices, they are subjected to a vetting process by a committee that has members from various departments. The applications that meet the required criteria are then forwarded to the headquarters for processing and eventually funding.
What is the criteria of selecting the beneficiaries?
Various parameters are considered during the vetting process. Some of which are:
- The applicant must have a disability and registered by NCPWD
- The applicant must be a student in the school.
- Gender balancing of the successful applications in every county must be considered
- All disabilities must be well represented. All levels of education are to be considered (university, primary, secondary, college).
- An applicant can only be funded once within a financial year
- All relevant documents must be attached
WHAT IS LPO FINANCING?
This is a product tailored to serve PWDs by increasing their capacity to respond and adequately service tenders thus meeting supply requirements. The loan is available to individual women owning enterprises or women owned companies.
How do I apply for LPO financing?
These are the requirements for LPO financing:
- Fully completed loan application form
- Copies of National IDs and PIN Certificate for all borrowers, and company in case of a Limited company
- Two most recent passport sized photographs
- Business/company registration certificates
- Bank statements for the last 6 months
- Copies of proposed securities and recent valuation report (for all amounts)
- Resolution to borrow in case of a Limited Company capturing amount, purpose, payment period and security offered (must be sealed)
- Borrower’s personal guarantee/ directors’ (if company)
- Borrower’s personal guarantee/ directors’ (if company)
- Customer account details form – must be KCB account (sealed in case of Ltd co.)
- Cr 12 in case of a Ltd company
- Articles and Memorandum of Association for Ltd companies
- Audited accounts for the last 3 years for companies (for amounts above

These are the requirements for LPO financing:

HOW DO I APPLY FOR AN ASSISTIVE DEVICE?
- Fill assistive device application form which can be downloaded from our website or county offices
- Get recommendation from professionals in this case physiotherapist, orthopedic technologist for physical category, audiologist for hearing devices and ophthalmologist for eye care and visual
- Attach copies of NCPWD registration card, national ID card and assessment report.
- Submit form in your respective NCPWD county office for processing
- What is the procedure of applying for a motorized wheelchair?
- One applying for a motorized wheelchair needs to be recommended for the same by a professional
- Apply by completing an assistive device application form as indicated in (1) above
- Clients are expected to meet the cost sharing amount in cases where the wheelchair costs above one hundred thousand shillings. NCPWD will cater for up to one hundred thousand shillings.
WHAT ARE THE REQUIREMENTS FOR ONE TO QUALIFY FOR A GROUP SHOULD IT PURELY BE FOR PWDS?
Groups benefit from economic empowerment which is designed to assist Persons with Disabilities gain self-sufficiency in generating income and to enable them to gain the skills and experience to access the loans required to grow their business. Economic empowerment grants are for established groups of persons with disabilities to start up business activities a member of a group can be a PWD or a caregiver of a PWD.
How many times can one qualify for the economic empowerment?
A group can qualify only once in two financial years.
What is the maximum amount a group can qualify for?
KES. 100,000.00
WHO QUALIFIES FOR CASH TRANSFER?
- Persons with Severe disability.
- Persons with Severe Disabilities refer to those who need permanent care, including feeding, toiletry, and protection from danger by other persons. Hence, a caregiver must offer full-time support to ensure their needs are attended to, which denies the caregivers enough time to engage in other income-generating activities, which can worsen their economic situation.
What is the mode of payment?
It is an account-based payment model.
Is cash transfer permanent?
As long as the beneficiary is alive, he/she will benefit from the programme.
HOW DOES JOB PLACEMENT PORTAL OF THE COUNCIL WORKS?
The Job Placement analyzes market information trends to disseminate market intelligence information to PWDs. It also liaises with a network of all education, training, and job hunting support projects to enable the referral of applicants for opportunities obtained within given time frames and to employer’s agreed quality standards.
WHICH HEALTH CENTRE’S CAN ONE GET THE SUNSCREEN LOTIONS?
This program is designed to cushion Persons with Albinism from the effects of harmful sun rays, which causes skin cancer. The sunscreen lotions are distributed to selected government hospitals, which then dispense them to PWAs. One bottle of sunscreen Nivea sunscreen lotion is provided to every registered Person with Albinism monthly you can always make an inquiry from our County office.
CAN THE COUNCIL PROVIDE AN ADVOCATE FOR TO REPRESENT A PWD IN COURT OF LAW?
Council can only provide professional legal services to Persons with Disabilities, relevant Government Ministries and Departments, stakeholders, and the general public for connected purposes.
WHAT IS A TOOL OF TRADE?
These are equipment that an individual need in order to improve their skill and perform their job properly.
This is a Council initiative that seeks to provide PWDs with self-employment opportunities in selected sectors such as catering, automotive engineering, agriculture, beauty, and domestic services. This is achieved through the provision of start-up tool kits to start their own businesses.
