The Chief Executive Officer of the National Council for Persons with Disabilities (NCPWD) held a strategic engagement with nominated Senator Crystal Asige at the Senate offices to discuss the implementation roadmap for the landmark Persons with Disabilities Act, 2025. The high-level meeting centered on the joint effort needed to formulate comprehensive accompanying regulations required to give full operational force to the statutory provisions of the new law.
During the consultation, both leaders mapped out immediate priorities critical to advancing disability rights across Kenya. Key among the operational areas targeted for immediate framework development are streamline tax exemption procedures, the national registration of persons with disabilities, and formalizing recognition standards for Organizations of Persons with Disabilities (OPDs). The dialogue emphasized the necessity of building robust institutional and policy frameworks that ensure these administrative mechanisms function smoothly and equitably across all 47 counties.
Realizing the vision of the 2025 legislation requires an integrated, multi-sector approach. The NCPWD Executive Director and Senator Asige highlighted the importance of convening key players—including national government institutions, Parliament, civil society, OPDs, the private sector, and international development partners—to build consensus on regulations. By fostering structured collaboration, the leaders aim to establish a seamless national rollout that avoids implementation bottlenecks.
